Starlight Investments Ltd Residential Tenants in James Bay, Victoria gathered in the late hours of the American Superbowl Sunday - as snow continued to accumulate on the traditionally bare streets - for the purpose of working through a detailed agenda of outstanding unanswered issues that remain in high alert concern since early 2016 - when will renovations be completed; and, what financial and health concerns remain as arising from the WorksafeBC Asbestos alarms; and, the posted lead contamination warnings.

In consequence of these primary civil rights issues, the roomful of attendees passed a motion to authorize the civil, human and/or political rights FOUNDING GROUP [Starlight Residential Public Oversight Founding Group] to proceed to gather legal counsel advice on matters of forming an international entity for purposes of :
  • gathering scientific data as related to particulate hazards in place; and, reactivated upon recommencement of renovations
  • determining appropriate and successful legal compensation entitlements that may exist for civil damages within and beyond relevant legislation and common law in Canada and the United States; including. but not limited to
  • Starlight Investments Ltd, Joint & Several; and or its agents, associates, counsel, et al; and,
  • public regulatory authorities regarding duty of care issues [city, provincial and federal]; plus,
  • Commencement of complaints portfolios through individual actions, as progressive campaign to culture a successful petition for a court authorized damages class action and, finally,
  • to assemble legal counsel opinions on both issues of civil and criminal law complaints
Summary, it was generally determined that this James Bay Founding Group may serve as the fulcrum through which political suasion may occur throughout provincial (state) and federal authorities to ensure a higher degree of responsibility of public regulatory authorities to develop a more comprehensive national Building Code that incorporates provisions for accountability, oversight and penalty regulations to ensure that duty of care to adequately inform the public and the client tenant of perceived or the high likelihood of harm or endangerment that will reasonably occur through renovations is enshrined in law; and, finally, to develop a scale of timeliness through which the client  may make relocation arrangements; or, to proceed to achieve court ordered cease and desist decisions.

The Founding Group will report back to the general assembly within 30 - 60 days on matters of the Founding Statement, Charter and Constitution. And, the general assembly will gather again in the interim within the next 2 weeks for further general discussions.
