INFORMATION CATALOGUE : Public Health Issue : Duty Of Care : Governance Authorities To Assure Individual Receipt Of Personal Copy Of Inspection Report Forthwith

  1. Commencing in 2016, Starlight Investments began renovations at six James Bay, Victoria Residential Tenancy locations
  2. Starlight Investments disclosed that several millions of dollars were budgeted for these said interior and exterior renovations
  3. Currently, the property management company is Devon Properties Ltd
  4. Renovations have been sporadic; and, many common property features remain unfinished
  5. Tenants are generally informed of the renovations updates and hazardous issues by the property management firm publishing and posting information bulletins at elevator access doors; and, occasionally, at the main front public entrance to the buildings
  6. Currently, no information has been individually delivered to the tenants (for personal information purposes) regarding this prevailing Worksafe BC Inspection Report #201717356002A; which details the Worksafe BC Inspector's notation regarding hazardous materials in the dwelling environment
  7. Upon attending the Worksafe BC Victoria Regional Offices with a request to be provided with a personal copy of the above noted Inspection Report, the Regional Prevention Manager replied with instructions to proceed to contact the Worksafe BC Freedom of Information Protection and Privacy Office (FIPP) (1-866-266-9405); noting that he was not permitted to provide a personal copy to this writer
  8. The Worksafe BC RPM was not able to provide reference to the relevant Act & / or Regulations that required this request to be forwarded to FIPP; nor, to information bulletins; nor, reference to the Policy Manual
  9. Information Opinion was shared with this Worksafe BC RPM that there is apparent need to have expeditious access to this said report regarding public health alarm issues; including, reference to new born and infants residing in the dwellings; as well as the matters that the posted notice of inspection is only available at the main street access entrance doorway; but, that 90% of dwellers access the building via the rear entrance or side entrances - where no notification is posted
  10. NOTE : WorksafeBC FIPP responded to phone request (09-01-17 @ 1624 H) by requesting that petition to be submitted in writing via email to FIPP@worksafebc.com (complied with 09-01-17 @ 1818 H) : COPY of EMAIL REQUEST
  11. It is worthy to note that public union employees access the building for use of washrooms via the rear entrance; and, are not, therefore, informed of the Worksafe BC Inspection Notice
  12. Dwellers may apply to the Worksafe BC FIPP services - which is only a recorded message that a call may be returned at some unknown date
